In chapter 4 you can fly over the water into certain death, chapter 5 is indoors, in chapter 6 you can fly to Alear/Yunaka side and do nothing of value, Anna's Paralogue is indoors, Jean's Paralogue is easy but you can fly over some things not houses though, in chapter 7 maybe you can do something of value, in chapter 8 you maybe can rush Ivy if you are lucky, after this you can reclass. Alfred and his retainers are generally regarded as pretty bad and outclassed almost immediately, though they’re all workable. There’s Anna and Jean, who really just want to great sacrifice and heal with Micaiah every map instead of taking kills. I think the thing about investing in Chloe early game is this: who else should be getting those early kills besides Alear? Celine has long term utility as a high luck sword music, Louis is your best unit early game but does fall off later into the game. That is true, I’ve been using both on my current maddening run but keeping Lapis as a hero for a bit.
